L’articulation entre les normes universelles et leurs contextes d’application pose un problème d’ajustement des justifications rationnelles et des appropriations sociales. La notion d’inter-culturalité, symétrique de celle d’acculturation, a été longuement explorée d’un point de vue avant tout méthodologique par l’anthropologie culturelle. Il convient d’en tirer toutes les conséquences du point de vue d’une gouvernance éthique et démocratique de la normativité d’Internet. En particulier, il s’agit de s’interroger sur les processus effectifs d’anticipation, de traduction et d’adaptation, sinon d’imposition, des normes de portée universelle à une variété de contextes culturels (Europe, Amérique, Asie).
Plus précisément, l’accent sera mis dans le cas d’Internet (a) sur les modalités d’anticipation des cultures d’usage par les concepteurs, (b) sur les modalités de participation des usagers d’Internet à la transformation des cultures d’invention, (c) sur la critique de l’hypothèse d’une régulation universelle sous forme de chartes ou de codes.
